I'm learning technical difficulties by Racer X/Paul Gilbert. How can I slow down the backing track to practice it slower?

Just call the artist and ask them to re-record the track in a slower tempo.

google, you can get recorders to slow it down for you, or programs from the internet which will do the same job. i said again, use google.

You're gonna have to slow it down, but then mess with the pitch change cause the slower you play it, the lower pitch.

Probably just easier to learn it at the right speed.

Newer windows media players have the option of slowing songs down
Do this:
windows media player -> view -> enhancements -> play speed settings

and you should have the window where you can adjust the speed.

Depends what program you use. The plugin on WMP just slows it without changing pitch. Audacity also allows you to just change tempo and not pitch.
