i just got a marshall jcm 900 head and it had stars painted on the tolex...

i covered them with black paint as a quick fix but the tolex is pretty shotty anyways..

i was wondering.. is the wood underneath the tolex suitable for finishing? to give it a more unique look?, without re tolexing or building a new enclosure?

You'd probably be better off building a new enclosure. I built this in 3 hrs. for about $15.00

that second one is freakin awesome. It would look badass at a gig with the lights down.

^ They're the same cab. Or were you just referring to the picture?

And, the wood underneath would be plywood. Which means endgrain and ply laminates showing. If you like that look, then yes. However, you can just re-tolex it, or glue wood veneer on to finish.
