when I put my ISP decimator in my chain, even when it's not turned on, my notes don't ring out and it kills the overall tone. Any suggestions?

Yeah, change the battery, and don't plug it in when you aren't using it. Even if it's off, having it plugged in drains the battery.

Does this only happen when the decimator is in the chain?

I think you got a broken pedal. I don't think the wires are dirty or anything like that. I think that there's a piece that is broken. Give it back to the store.
