So one of the 12ax7 tubes in my peavey is dimly lit compared to the other two, now I'm getting a good tone out of it, with around the same amount of distortion as the other ones I've tried, the reverb works, so I don't know if this is a problem or if it controls something else, like the fx loop, or something.

Should I try switching it with one of the other tubes to see if its the tube or an amp problem? and if so, how should I go about doing this?

Everything is FINE. Some 12ax7's DO NOT even light up at all, and some are very dim! VERY rarely will the heater elements in these tubes fail. That would be considered catastrophic and doesn't happen very often. As long as everything sounds good, keep playing!

It wouldn't hurt to have an extra set of tubes hanging around, just in case, but if it's working fine, there's no need to do anything
