I just bought a peavey vypyer 75 watt amp this weekend, and something I found was that the power cord was somewhat short.
I also have a line 6 spyder, which is a 15 amp... and it's power cord is longer.

Would it be bad to use the power cable form the 15w for the 75w, or will it not have any effect

Assuming the two have the same female end, you'll be fine. The cords don't do anything to the power, they just bring it from the outlet to the amp.
