the bass at my school has a warped neck. the neck has warped away from the strings, so to fix it with the truss rod which way would i have to twist the allen wrench?

lefty - loosey
righty - tighty

tighten to counter-act the pull of the strings bending the neck and vice versa.

A warped neck is usually beyond the scope of doing a truss adjustment. A warped neck is usually caused by excess moisture, or humidity.

How bad is the warp?

i said warped, although the neck is really just bent forward by the strings. i should have watched my vocabulary. the bend isn't too bad, but its definitley there, and there has been a massive budget cut at the school, so getting it professionally fixed is not going to happen. the bass is a 3 year old squier p bass and they never changed the strings, and they dont have money in the budget to change the strings.
