I was looking at the is website: http://www.howtotuneaguitar.org/ it has an online tuner that you cab set to any standard. I wanted to tune my guitar to E flat so I set the Tuning Mode to "Half Step Down" and Sound Type to "Clean Electric". I also used my Korg Chromatic Tuner CA-30 to see if this online tuner is accurate or not. When I play the notes on the online tuner the "D#" (both of them) come up as Eb on my CA-30 tuner, but the rest of notes in between come up as "The Note"# on the CA-30. Is that correct E-flat tuning?

seems like the tuner set you to drop Db tuning if it's correct on the other strings

Not being funny but why bother with the online tuner if you have a Korg CA-30, was it just out of curiosity? Personaly I don't see the point of them when a decent chromatic tuner can be bought for £15. As has already been said D# is the same as Eb.
I wish I had tallent and ability.
