I've read several papers written by Rima Elkouri, journalist in "La Presse", and I've been wondering something.

Do you think that our governments should facilitate the recognition of the immigrant diplomas?

In Quebec: Unemployment rates for North Africa immigrants in 2006: 28%
Many doctor, engineers, Ph. Ds in the different fields of science are stuck in a bureaucratic loop, lots of them are forced to live on social welfare or are stuck in minimum wage jobs, and are overly qualified. Quebec's government is developping plans to accept their scholarship but still, there are doctors driving cabs and working in garbage disposal.

According to a statistics firm, doctors from Haiti, Cuba, Africa and Asia who can't get a recognition could be the solution to the lack of doctors here in Canada.
