i have a recording that i want to play into my headphones through my digitech rp150 and record another track while listening to the first one into the same headphones.

when i set the output to the rp150 i get a really high static sound..

im trying to solo over a progression in basic terms and need to hear what im soloing over while soloing.

im using adobe audition

You have it backwards. You should be listening to your pedal through your computer. The RP150 won't do two inputs separately but Audition should be able to play the backup track and let you listen to a new track that you're currently recording. I haven't used Audition myself but you want to turn on something like "monitor" so you can hear the input.
