Say I take a 15-30W amp.

By rolling back the master volume...
Does it fix this problem:

I'm sure tone will change, but does it remain decent?

If that's not the solution, is there any?

It wouldn't give you power amp overdrive (think AC/DC) but you could crank the channel volume for preamp overdrive.

What's the difference in sound between preamp overdrive and power amp overdrive?

Preamp overdrive is harsher, has more grind, power amp distortion has softer texture and is sweeter sounding.
