what are some cheap basses and bass amps that are good for punk or hardcore. preferably under 600 dollars all together

Squier Affinity P-Bass or Squier Affinity J-Bass for a more Punk tone.
Ibanez GSR200 for a more Metal tone.
Ampwise, gotta be the Ashdown Electric Blue 15-180. I'll admit I'm biased but I love the tone and versatility of Ashdown amps.
You're looking at about $570 in total for all of that.

what would you be using it for? practising by yourself, band rehearsal or gigging? kinda hard to suggest an amp otherwise.

a p bass would be perfect for punk/hardcore, vintage modified squier p basses are very highly regarded for their price.

Yeah, if he's willing to pay the extra $80 the Squier Vintage Modified P-Bass is a much better instrument, but remember not to cheap out on the amp!

and the Vintage Modified PBass is the best choice in my opinion.
Edit: the B200 is on sale so if you are in a band situation this could work for small gigs
