Look up Animated Gif's on Google and Wikipedia. You will find what you need there.

Don't get too flashy though; a little thing in the corner might be OK, but if it's too much (more than 10% of the screen, kinda) people will just leave the site..

You guys got eh wrong idea. I know what I want to do with my page (wallpaper/gifs/etc.), I just don't know how to put it in. Can you guys help me out with that?

Go learn (x)HTML and CSS.

Knowing some basic Javascript wouldn't hurt either.

Also if you want to keep a member database or a store, php/mysql wouldn't be such a bad idea.

That, or get someone who knows what they are doing.

God yeah, my advice is to keep it as simple as possible. I site sites that give you eyestrain after a few seconds. Tiled backgrounds, animated gifs and bright text tend to make it look unprofessional.
