on my acoustic neck, the frets have a few tiny cracks more like slivers kinda where the strings get pressed down. should i be concerned?
and also, one the the low frets have a little bit of rust on it. should that be concerning?

It bother as long as your strings aren't getting caught in them. I dunno about rust, I think it would cause buzzing but I'm not sure. So correct me if I'm wrong.

I wouldn't worry about the cracks, unless they are interfering with playing

As far as the rust goes, you should be able to clean it (I think)
