I play pop punk in my band with a Gibson Les paul and a Marshall JVM at the moment through a 1960a 4x12.

Im looking at getting a smaller cab! which one of those two would you suggest?

neither

I suggest getting a ported cab.

Either an EarCandy Buzzbomb, or a Genz Benz G-Flex
I've bought, sold, and traded more gear than I care to admit.

I use the Orange PPC 212 after hearing countless people saying they don't like the mesa cabs, I'm perfectly happy with it. Orange is great.

I played a 4x12 mesa rectifier cab and thought it was AMAZING! so thats why im considering it but it costs £150 ($220) more than the orange for me. they both have the same speakers and seem close in specs thats why im considering either one

with that gear, you should not focus on gettin more stuff ... give some spare cash to charity or buy a hooker.

I like both but prefer Mesa cabs.
The Mesa comes with 70 watt Celestion V30's while the Orange comes with 60 watt Celestion V30's.
