I had old tubes and just replaced them today. Both power tubes are glowing but only my balanced ECC83S for the phase inverter is glowing, the other four of these in the preamp are all dark. Any ideas?

Mine only barely glow. You won't notice they do unless you look closely.

Yeah, the ones I said were dark are definitely not glowing at all. I've tried standby and fully on. The amp is set up on a fixed bias from the factory.

Did your old pre-amps glow? If not, then i wouldn't worry about it.

They used to have the stock covers on, but I left them off to make sure my new tubes work. Another thing I've noticed is that I'm not getting the reds or greens by the standby and power switches. I think something in the transformer area might be f*cked.

Right, well does the amp work? I suppose if it's not turning on something went awry during the swap if you aren't getting power...

If the amp doesn't work put the old tubes back in. If it works fine, it's the tubes-new bad tubes...fun...if it's still dead you've got a circuit issue. One tube is getting power so I doubt the malfunction is close to the power source...What is the voltage at the tubes? Is it where it should be?
