i have a few questions
what is a preamp, an will i need one for this amp?

if i bought both them items at the same time, would it come with cables and stuff to connect them together or do i have to buy them seperatly

dont buy that amp, its a terrible amp. what a preamp does is it takes the instrument level signal from your guitar and converts it to a line level signal, and it also gives you most of your distortion/eq/tone. think of amps as having three parts, a preamp, a poweramp, and a speaker.

Preamp - changes your guitar signal to a line level, EQs the signal, etc.
Poweramp - Actually amplifies the signal and sends it to the speakers
Speakers - Project the sound (but I'm sure you already new that part lol)

As its been stated do not get the MG stack because its an oversized practice amp that doesn't sound good. The small MG combos aren't bad if you're using them strictly for bedroom practice - but even with that said, they are over priced and there are better things for the same amount of money.

for heads and cabinets, does that amp i linked need a preamp? do any of them amps need preamps? or are they built in

my style is some metal/hard rock, eg gnr, avenged sevenfold., but atm im into the style of slash, especially looking for a november rain type tone.

No you wont need a preamp.
Are you set on a 4x12 and a head or what about a combo?
maybe you should look into the 60watt peavey vypyr tube
or a classic 30 with some pedals (not sure how this might handle your style though)
do you need the amp for gigging, practice with a band or just at home?
also try craigslist and ebay or do you need to buy from that store? second hand might be better.

*edit* the guy above found some freaking sweet deals look into those
