I come across this chord recently and unfortunately I don't know enough theory to be able to place a name to it. I'm hoping one of you more knowledgeable musicians can help me out, and possibly even explain why it is called that? Thanks for any help.

yes it is and thats why its an add9, its not a sus chord because the third is there, its not being suspended
