when i put the tune locks on the b string is like insanely out of tune like way off and there is no way tune it back because i went as far as i could

do you mean with the fine tuner?

if so, then simply keep the lock off, then use the full tuner to detune it, so you can adjust the fine tuner so that when you do lock it, there's enough give for you to adjust it

Setting up a floyd is an artform. You have to learn to put the fine tuners all the way up then tune the strings down a 1/2 step from what your tuning to that way they all go flat and you can tune them up.
