don't all scales go all the way up and down the fretboard?

If you mean scales that cover every fret on every string, they are chromatic. If you just mean a scale that you can play all the way up the neck - well that applies to evey scale. Scales are made up of notes and intervals, and you can play them wherever those notes appear on the neck.
