Those are the notes. So... Well, if you play an E major directly after that (just shift down), it seems to resolve nicely. Fmaj7#11/E?

I'm with timeconsumer, other than the fact that it's more an Fmaj7#11/E. In most cases anyway. I could see someone trying to call it an Esus4b9b13 but I don't know of many instances that would be functionally appropriate.

it does, actually its used with an E mayor before it where i heard it..

Ah yes, I forgot the major part. Corrected it in my post. But yes, that seems to be what it would be called, especially resolving to an E.

I'm with timeconsumer on this one as well.

You clearly can hear (if played after an E chord) the Maj7 tonality.
