Say I obtain a certain .avi file, now let's also assume this file is a certain film. My question is, how can I convert this file into a DVD complete with menus?

No. AVI's are just ripped video/audio from a DVD, not an actual rip of the whole DVD. You can HOWEVER procure a DVDrip (you should be able to figure out how to go about this) and get a DVD burning software and then you'd have a full quality copy of the whole DVD

No. In order to get these your best bet is to "obtain" an original disk image of the DVD (.iso, etc)
