Definitely sounds like either a tremelo pedal turned all the way, or (and I think this is more accurate) a delay with a short delay setting, almost to the point of going into self-oscillation. Notice how the notes decay quickly? Trems don't do that.

Cause I can't tweak the piece of **** delay pedal I got now to make that effect.

If you mean the sudden sound increase that's self-oscillation. He uses it in a few other songs as well.

any delay can do this effect. a DD3, Carbon Copy, you name it. you just have to max out the repeats and minimize the delay time.
