You would probably need two or three.

A pitchshifter of some sort, capable of chromatic tones.

And maybe an EHX HOG or POG.

I used a Boss PS-2 and PS-3, along with a HOG, so I will see if I can get a bagpipe sound. I'll keep you posted!

Well there's probably a studio effect somewhere that allows such a sound, won't come cheap though i bet. There might even be some midi pickup that does it, if you're lucky.

A weird combination of fuzz boxes and phasers and flangers and anything else you can add.

Well my line 6 spider 3 made my guitar sound slightly like a bagpipe when i first started to record stuff

fo the cash you would need to but all the effects, you might as well go out and buy a cheap keyboard with a bagpipe simulator.

It would be VERY hard to do. Bagpipes are very droney, you'd need two or three sustained notes at the same time.

I'd do it like this

Baritone guitar lying on the floor with two ebows. Neck pickup, tone rolled almost all the way off to loop the drones, bridge pickup in the middle with cranked mids for the brassy lead parts. Two ebows > ehx HOG > delay > chorus > reverb > looper > amp

instead of trying to mimic the tone of a bagpipe, just study bagpipe music and learn what bagpipes play. mostly arpeggios, pedal tones, and mixolydian scale.

edit/ also, did you know that the bagpipes were first invented in africa? you learn so much when you study world music as part of your university major lol.

Well... the earliest depictions of bagpipes were by the Hittites, in Turkey... so I'd assume Africa wasn't their birthplace. Then again, considering how ancient they are, it's unlikely we'll ever know where the first example is from.

Anyways, guitars can't really make a drone note, so you'll never get an effective bagpipe sound from a guitar.
