ok, my brothers HP got messed up a little, for some odd reason on startup it just stays at the blue screen and gives you the option to hit esc to go to menu, f9 for diagnostic, and so on. the problem is the logitech wireless keyboard and mouse is not establishing a connection, also when I try to use a generic keyboard, and mouse, there seems to be no connection established either, any help would be huge thanks.

if you have multiple sticks of RAM you can try swapping them out one at a time. Memory problems can cause blue screen, since a lot of stuff gets loaded to RAM

Try using a real keyboard.

Or, if you hit esc and go into the menu there might be an option to enable USB keyboards.
