I recently downloaded The secret of monkey island but as I have a computer opperating on Windows vista I cannot seem to get it to work.

Did you download it from a torrent or you bought it on Steam ?

If you downloaded it from a torrent you probably need an emulator to play it.
Look for an emulator called ScummVM, maybe it even was in the torrent.

You don't realy want to be Mary Poppins

The folder has 27 files atleast 48000 KB each in size saying things like "rld-mise.r#"
The # being a number they span in numerical order from 00 to 27.
There is also a RAR file labeled "rld-mise.rar"
And lastly a SFV File labeled, you guessed it "rld-mise.sfv"

Does anyone here have computer experience on how this might operate and if there is a way to make it usuable via the windows vista operating system?

Do you really not know what those are?
Just "obtain" Winrar or 7zip. Use either program on the files. Rar (r**) files are just a form of compression. SFV just checks the the rar, making sure that it isn't corrupted.

I am downloading ScummVM at the moment.

I had a warning once then told someone to do it so I got banned. However I was able to get unbanned because I didn't know it was against the rules

Try downloading the ScummVM emulator, then open the emulator and
click on ''add game''. Then just browse to the folder containing the game and click
''choose''.

You should then be able to select the game in the ScummVM menu and play it.

EDIT: Also, if you still have the link from where you downloaded it, see if there is a comment section. There are usually good explanations there.
