I actually know a guy who did this and got a hit from his song Honky-tonk Moon when Randy Travis did it.

It depends on what type of stuff you write, but generally you will need to hire someone to pitch your songs. Don't expect massive success, but you might just get some buyers.

i write mostly country, rock, and blues and a mix of the three.

i used to do raps but that was a long time ago. (did it mostly cause i would do a rap then edit it down into a real song.)

Talk to a publishing company or move to Nashville, you'll learn the ropes about songwriting and publishing pretty quick there.

i actually tried getting a record deal around nashville (wild oats records) they considered it but i ended up backing out because im in college in pennsylvania.

Well use that to your advantage, research publishing companies in Pennsylvania and tell them you nearly netted a record deal with a Nashville company, that would really throw some weight around I think, Nashville is a big deal in the music biz.

how many are in pa though? i mean, its not exactly known for music lol (my areas known more for shootings )
