You can use Audacity I think... Not sure if DRM songs can be though.

But once you have a certain bitrate, it cannot be "increased" to make it sound better.. you can downgrade it though.. but probably new that.
There's a good chance that what I've written above is useless and if you take any of the advice it's your own fault.

its bit rate you want, and you could just import all your mp3's in to a converter and convert them to a lower bit rate, then re-import them

Fixed.

The difference between most of the standard options is definitely noticeable. Not nearly as noticeable as going from mp3 to CD though.

Once you start going above CD sample rate it gets a bit harder though. 44.1 to 88.2 or even 192 is very hard to distinguish.

24 vs 16 bit is obvious though.
