As a Criminal Justice Major, I would say both would be responsible, although I would say the one who shoots the bullet and kills the person would be charged more, although they would both be creating a murder together

He who ordered the hit is the one responsible for the kill. If someone refuses to kill someone for him, he'd just find another person who's willing to do it, effectively making him (the guy ordering the hit) the killer.

Depends. If it is in the military, then I would say that the guy who ordered it is, but if it was a murder plot, the guy who fired it is more responsible.

Personally, the solicitor is the one with "more morals". He's the one who wanted him dead, but he can't go through with it himself. The murderer can actually go through with it
