It sounds like a very thick chorus, but I could be wrong. It certainly isn't a phaser.

Any ideas? Also, For the clean verses, do those cleans sound kind of scooped with not much treble? I want to achieve that tone because I do a lot of their covers.

sounds like a weird mixture of rotary chorus and maybe a compressor or a boost/OD.

I would have lots of bass and keep the treble at about 4. Mids set to taste, but please not scooped...

^Yeah, I don't like scooped mids either. I know a bunch about high gain tones, but just never really paid much attention to cleans, so I don't know much.
