It depends on if it's a SS pre/tube power or if it's a tube pre/ss power. The first will be as loud as a tube amp while the latter will be as loud as a comparable ss amp.

For your second question, there's not one answer to that, there's no magical formula that allows us to find that out. It depends the speaker sensibility, amp design, tubes, guitar etc.

volume difference is overated anyway, really what you will want is something that will keep up with a drummer and anything 15 watt(tube) or over will do that. the wattage difference will give different tones when the amp is at higher playing volumes though(more wattage, the more even the response; the less wattage the more the tone changes with volume). that is a generalization that is not really true, but it is true enough for guitar playing applications
