if per se an American product is made/manufactured somewhere else in the globe, say China, should it still be called an American product?

Well, technically yes, if its an America-based company. Outsourcing production to another country doesn't change the product ownership.

they can called it american if its packaged in america
even if the materials are from one place then its made in another then shipped and packaged in america they are allowed to call it american for some reason
