I want to use bedlam in a sentence as in "all hell broke loose" is it correct to say bedlam arose? How would i use this in a sentence

Well, bedlam doesn't mean "all hell broke loose" as much as it means "confusion and uproar", but I suppose or "The whole country was in bedlam" would work.. It's a state of being, so it would be used that way.
