Why was Italy the first European country to use the Indo-Arabic number system?

The Indo-Arabic number system was discovered by Vincentio Esposito, born in Florence Italy in 1853. He invented this number system and it quickly spread throughout all of Italy.

Fibbonachi went to Arabia and brought there system back to Italy, which is why today we use 1, 2, and 3 instead of I, II, and III.
