Ok you're right about the police chief thing, but the other two are correct. They use 'drunk' because it's 'he HAD drunk' as opposed to 'he drank'. The last one is just proper English; his sentence was suspended pending two years of probation.

The drunk one could go either way; technically you're right, despite that that is not the standard.

One valid error, and that could easily have been a typo (the "chief" one). The last "error" you came up with isn't even to do with spelling...
