Does anybody know how to achieve that stuttering staccato sound that Black Flag's Greg Ginn uses in a lot of his leads? It's obvious it's a series of palm-muted downstrokes, but I'm at a loss of how to do this even slow... any help appreciated.

example, Six Pack... at about the 30 second mark the guitar comes in doing exactly what I'm referring to.

He just mutes the strings with his fingering hand.
Six Pack is played like this:

right..

well it's still the technique I'm talking about and it's NOT just muted downstroking... but I can see how that could be a confusing example. I'll try to find a better one when I get a chance..
