Im kinda assuming that being a single coil guitar a squire strat is going to have somewhat more of a hum to it than any hummbucking guitar, but mine seams to be a little noisier than any guitar ive tried at the local pawn shops/music shops(except johnsons or other extremely cheap guitars). is there any way i may be able to lower the volume of this hum? I payed $80 for it and this is the only thing i dislike about it(other than an unsuitable tone for ozzy, metallica songs, etc).

look into buying a noisegate of some kind-but a good one will cost you more than you paid for your guitar

Does some of the noise cut out when you like touch the strings, the tuners or something like that?

yes when i touch anything thats grounded. but not all of it

probably a grounding issue, check the ground wires and a noise-gate, like a boss ns2, will eliminate the coil hum.
