Currently am using piss poor equipment. Have enough money to invest in one decent piece (either bass or amp). I know the general trend is to have a better amp but - my band don't have a van or anything, so wouldn't be feasible to buy a massive amp and lug it round train stations, would be running through the venues PA most the time. Also play very clean so don't need massive effects at all, would it be wiser to get a decent bass or should I still invest in an amp??

Well, what do you have at the moment?
Only play what you hear. If you don’t hear anything, don’t play anything.

it depends. Does your bass feel unplayable to you? If you feel like your bass is hindering your playing and it wont keep tune replace that first. If not i would say amp.
