He claims this is a run through the chromatic scale. Why is it missing a few notes? For example, it is missing C# from the low E at the start and B on the G string.

Am I missing something?
That's just an exercise to get your fingers used to a chromatic pattern. Anyone can figure out chromatic scales on their own.

Yep. A C#, and a B, as you already said, along with various other notes

You should put tabs in quote tags, or make the font Courier New or something. It makes them easier to read.

Technically, the definition of 'chromatic' is something that is relating to chords or harmonies based on nonharmonic tones, which means the tabs you posted have been labelled correctly.
