That is very strange, yet cool. It sounds almost like he's playing with a wah pedal pushed all the way forward, in combination with some other effect, but I don't know what.

sounds like a synth.
it probably isn't. it's probably just a high pass filter or something, maybe combined with a wah pedal.

That may just be done for recording purposes by using some kind of effect in a recording program, I don't think they would be able to replicate that exact sound live.
