That is very strange, yet cool. It sounds almost like he's playing with a wah pedal pushed all the way forward, in combination with some other effect, but I don't know what.

That may just be done for recording purposes by using some kind of effect in a recording program, I don't think they would be able to replicate that exact sound live.
if you F%$# around enough, you can come up with any number of worthless sounds. That is how you become original and unique.
