He plays a lot of stuff without distortion.
And he can do medium tempo stuff.. and he plays just for fun not for like a live show or anything..lol
And he will definitely use it! I don't know what kind of question that is?!

I'm thinking a Fender amp maybe... Like a Blues Jr. for cleans.

Now in all seriousness, I'd not know what the hell you're expecting in the way of advice here. A bit more detail is essential, since the preferences you've outlined could apply to at least 75% of the current amp market.

Here's a bloody good idea; tell your friend to go to the guitar shop and try out some stuff, at least that'll get you in the ballpark.

Right, so he only plays at home. Can we assume he doesn't live on a farm, miles from anyone who can complain? Blackstar HT-5 seems to be one of the best amps for home use about now. Vox AC4 is another that may suit better for British clean tones. That leaves about 3000 guitars to chose from.
Is he big? Small?
Will he appreciate a famous brand or is quality and playability more important?
You say he plays clean a lot but that could mean jazz, blues, classic rock, indie or progressive. There are many choices in each genre. Solid, semi-hollow, heavy, light, 22 or 24 frets, single coil or humbuckers? Maybe a tremolo bridge?
Give us something to work with.

He plays classic rock stuff like Metallica's "Fade to black" that kind of stuff.. He is good with chords but not that good when it comes to picking..
He will accept a guitar if it looks cool and has a good sound.
As for an amp, something that can give a Carlos Santana like feel... Know what I am sayin?

Santana uses Mesa Boogie amps - and I wouldn't quite call fade to black 'classic rock'. Anyway, I think maybe a PRS SE (IMO the SC is the nicest SE model but the CU22/CU24 models are very nice as well) and I'm not really sure what to suggest amp wise.

For $ 1000 bucks, the choices are endless. Have him call up Musicians Friend and talk to a tech there, they usually don't steer you wrong and might even give you a good deal.

He plays all types of songs, not just a specific genre...And medium tempo as in picking not chords..
