Anyways, I need help on finding the name of this song and the artist that sings it. I hear it quite frequently, yet no one seems to know it's name.

You sure it couldn't be an Irish Tin Whistle?

I just ask because I have to hear flutes constantly every day (music school), and that really doesn't sound like one. I also own an Irish tin whistle from when I visited there a year or two ago (can't play it for shit), and it kid of resembles the sound.
