I own a vintage Hagstom swede and it seems like the string tension isn;tt high enough. I feel like the strings are too jangly. When I go to re-string it, I can usually get about a whole step about standard tuning, which never works on other guitars I use the same strings on. Is this a sign that I need new tuners?

use thicker strings if you think the strings dont have enough tension.
