what is a factory restock guitar? are there any major cosmetic flaws? is their anything taken away from the playability or sound?

This probably depends on who you’re buying it from, but it’s probably just a guitar that was returned for some reason and cannot be resold as new. Probably just bad electronics that needed replacing.

do you mean b-stock guitars? Its a guitar that had a certain flaw be it a blotch in the finish or something else, typically its just cosmetic but they usually press a "B" or "USED" in the back of the headstock and sometimes they scratch out part of the serial number. Should be as good as a normal except the certain flaw which is different on each guitar
