i'm wondering how to do a high gloss finish to my guitar that already has about 12 coats of Tru Oil.
can i apply nitrocellulose lacquer (or any other finish that will buff to a high gloss) over the tru oil?
You must have a piece of wood lying around. Put on the 12+ coats of oil you rubbed on your guitar and try painting it with the nitro.

You'll a, see that it works/doesnt and b, see what it looks like.
Are you relying on the tru-oil for coloring or something? It could probably be sanded off relatively easily. I wouldn't take the risk.
