Power Tabs can be read by the Power-Tab program. It's freeware.
GuitarPro tabs are in a format developed by a commercial software company.
You can get a trial version from them, or pay $60

The TuxGuitar program is open-source and free. It can read and write in GuitarPro file format or PowerTab format.

GuitarPro does a few things that are better than TuxGuitar.
But considering the price, TuxGuitar is greats stuff.
