I would say it's the otherway about for example, bad composers can't think of anything so they steal from someone else whereas a good composer borrows ideas from someone elses song perhaps?

"Borrow song" = get inspiration from, use some of the patterns, but add your own touch IMO.

He's saying that all composers use other people's work/ideas, but a great composer can take someone else's idea and make it their own i.e. perfect it. It's really not that deep.

I'd say its true, i mean if you listen to a lot of compositions, you will hear many ideas that have been used countless times before, even up to this day.

The point is, we're still making music using twelve tones and based on rhythmic structures of 2, 4, and 8 for the most part. Pretty much everything is borrowing from everything else, and I believe what Stravinsky is trying to get at is that we shouldn't tiptoe around any of our ideas simply because we have some burning desire to come up with something entirely original, or we think the ideas slightly resemble something else. Also great is subjective

This. A great composer uses the lessons learned from other artists so effectively that they basically own the idea henceforth and anyone else who tries it is going to look like they're ripping him off.
