I have my PRS SE Custom in drop B with some everly x rockers 13 gauge strings on it but i was just wondering how much neck bow should i allow when adjusting the truss rod? I've heard some neck bow is good but is that true?

Is it already bowed? You shouldn't have to adjust for 13s in Drop B.

Some neck bow is all OK, that's true. As for how much you can have, it's all up to you and the guitar... as long as you don't encounter any problems like dead frets, buzzing, bad intonation, bad playability, bad tuning stability etc, it's all good. If you do have these problems, and see that the neck is bowed, then you should adjust it little by little until it's good again.
