Hi, I just got my Laney AOR 50 combo today and the ohm switch was set to 16ohm on the amp so I checked the speaker with a multimeter just in case and it turns out to be 13ohms? Is this normal or would I be better off switching to 8ohm mode just to be on the safe side?

Speaker resistance will normally be lower than impedance.

So it's fine on 16ohm?

I would advise you to check the model number of the speaker against the manufacturer specs just to make sure. But I doubt that a non-damaged 8 ohm speaker would ever measure 13 ohms on a properly functioning meter.
