From what I can tell, a horrible one. I've never been good at reading chord names, and it sounds to me like you have clashing notes in there. I could be completely wrong on it, though, so sorry for not helping, I need a tab.

That has the notes C#, E, G#, and B. Looks like a C#min7 to me.

could be. could also be E6. it really depends on the context. i'd be more inclined to call it a C#m7, but depending on context it might not be appropriate to call it so.
