Just bought a vox wah, and when ever it's switched on, all the bass just goes, no matter where the pedal is sat unless it's off. is this normal ?

A wah pedal is a just a type of filter, so it's probably entirely normal.
Is it a bass wah? Or just a standard wah pedal?

If it's just a normal wah pedal, it dosen't really shock me. I think bass wahs are made to keep more of the low end frequencies than a normal pedal would. I may be wrong though.
